Pre-trial Judge Daniel Fransen is mulling whether to make the entire indictment in ex-Premier Rafik Hariri’s murder case public or keep parts of it confidential, Special Tribunal for Lebanon spokesman Marten Youssef has unveiled.

Youssef told MTV on Monday that Fransen is still thinking about the issue. He has till August 11 when the 30-day period given to Lebanon to serve out the arrest warrants against four Hizbullah members ends.

Hizbullah Secretary-General Sayyed Hassan Nasrallah is expected to deliver a televised speech at 8:30 p.m. Tuesday on the latest developments in Lebanon, Hizbullah’s Media Relations Department announced.

Nasrallah will deliver his speech on the fifth anniversary of July 2006 war. The “Dignity and Victory” rally will be held at al-Raya Stadium in Beirut’s Southern Suburbs.

Former Prime Minister Saad Hariri accused on Saturday Hizbullah and its chief Sayyed Hassan Nasrallah of launching campaigns against him.

Hariri’s press office issued a statement saying that “some media campaigns against him are ongoing attempts aimed at attacking everything related to ex-Premier Rafik Hariri, his family, and political and national approach.”

U.S. Assistant Secretary of State for Near Eastern Affairs Jeffrey Feltman said that he had been informed that a search is underway for the four suspects in ex-Premier Rafik Hariri’s assassination case.

In an interview with al-Hurra TV, Feltman said that the search for the four Hizbullah members against whom arrest warrants were issued by the Special Tribunal for Lebanon was “the responsibility of the Lebanese government.”

The international tribunal’s Appeals Chamber ruled on Tuesday Jamil al-Sayyed’s latest appeal admissible and referred the case back to the Pre-Trial Judge for further consideration.

The former chief of the General Security Department, who was detained for four years in connection with the February 2005 assassination of ex-Prime Minister Rafik Hariri, has appealed Pre-Trial Judge Daniel Fransen's decision to give him partial access to his case file.

Prime Minister Najib Miqati stressed on Tuesday that Lebanon will remain committed to the Special Tribunal for Lebanon probing ex-premier Rafik Hariri’s assassination.

“It is not in our hand to eliminate … the tribunal by any means and we will proceed in this,” Miqati said in an interview with CNN.

Two Syrian officials are among the names included in new arrest warrants to be issued by the Special Tribunal for Lebanon, the Kuwaiti daily al-Anbaa reported Sunday.

It quoted sources close to the March 14-led opposition as saying that two Syrian officials will be accused of involvement in ex-Premier Rafik Hariri’s Feb. 2005 assassination.

Prosecutor General Saeed Mirza said that there is time to find and arrest the four people named in the warrants issued by the Special Tribunal for Lebanon probing ex-Premier Rafik Hariri’s assassination.

“We have 30 days to deal with the issue,” Mirza told An Nahar newspaper on Wednesday.

President of the Special Tribunal for Lebanon Antonio Cassese said that the release of the indictment along with the arrest warrants in ex-Premier Rafik Hariri’s assassination case is a critical moment for Lebanon and the region.

“This is a decisive moment for the Lebanese, their state and for international justice. It is also a decisive moment for the region,” Cassese said in an opinion article published Wednesday in The New York Times.

The Victims’ Participation Unit of the Special Tribunal for Lebanon has opened on Tuesday applications for victims to participate in the proceedings before the Tribunal, announced the STL press office in a statement.

This follows the confirmation of an indictment by the Pre-Trial Judge on June 28, 2011.
