مجلس النواب يستكمل البحث بالسلسة: بعد زيادة نسبة الـTVA ضريبة على جيوب المدخنين

استكمل مجلس النواب الخميس مناقشة الايرادات للتوصل الى حل بشأن سلسلة الرتب والرواتب، التي بدأ البحث بها خلال جلسة عقدت أمس الاربعاء أقر خلالها بعض الضرائب.
وبحسب تقارير تم رفع الرسوم على المشروبات الروحية، وصادق المجلس صباحا على وضع رسم 250 ليرة على علبة السجائر و250 ليرة على علبة التنباك و500 ليرة على السيجار.
وكان المجلس أقر أمس الاربعاء زيادة نسبة الـTVa من 10% الى 11% وزيادة الضريبة على رسم الطابع المالي الى 4 آلاف ليرة.
وقد وافق 46 نائبا على الزيادة فيما اعترض بحسب تقارير 22 نائبا أبرزهم نواب أمل وحزب الله.
وفي مستهل الجلسة، أكد وزير المال علي حسن خليل أن "سلسلة الرتب والرواتب ستقر وستكون خطوة على الطريق الصحيح"، وقال:"سنبقى ندعو الى العدالة الضريبية وعدم تحميل ذوي الدخل المحدود أعباء إضافية".
بدوره، قال وزير الصناعة حسين الحاج حسن "السلسلة ستقر ولكنها تمر بمخاض عسير".
وبعد الجلسة التي رفعت حتى الساعة الخامسة عصرا، تمنى نائب رئيس مجلس النواب فريد مكاري الذي يديرها، "من الزملاء النواب عدم تأخير اقرار السلسلة والمماطلة بها"، مشيرا الى ان "بعضهم يقوم بمحاولات على عكس ما يقوله أمام الناس".
وقال"حق النواب في المناقشة مقدس، اليوم أنهينا ثلاث مواد وسنعود ونجتمع عند الخامسة وأتمنى من النواب عدم التأخر في إقرار السلسلة".
واوضح أن"ما يحصل في الجلسات هو إعادة لما قيل في جلسات اللجان المشتركة، فهم النواب انفسهم. لذلك لم نحصل على النتائج المرجوة من السلسلة حتى اليوم"، مهددا بذكر أسماء النواب الذين يعطلون إقرارها اذا اقتضى الأمر".
يشار الى أن النواب فجروا خلال جلسة الاربعاء فضائح حقيقية بالارقام والوقائع في مسائل الفساد والهدر، إذ تحدث مثلاً وزير المال علي حسن خليل عن "سارقين محميين" وعن توظيف ناهز الـ22 الفا ونحو عشرة الاف متعاقد، فيما اثار النائب سيرج طورسركيسيان ملف التهرب الضريبي في الجمارك الذي قدره بما يناهز المليار و900 مليون دولار.
اما رئيس حزب الكتائب النائب سامي الجميل، فحذر في مداخلة مسهبة من ان "عدم المس بمكامن الفساد والذهاب نحو جيوب المواطنين سيؤدي الى افلاس الدولة وتدمير الاقتصاد وافقار اللبنانيين". وتساءل: "ما الاسهل ان نفقر جميع اللبنانيين أم ان نذهب في اتجاه الهدر والفساد ونضبطهما ؟"، مشيراً الى ان هناك نحو 6 مليارات دولار سنوياً يمكن ان تدخل الخزينة بين اهدار وفساد وتهرب ضريبي.

Yes of course the taxes it applies to everyone, but what difference is 1% TVA and 250LL per cigarette pack going to make for the richer ones?
