Russia Calls for a New Syrian Constitution in 18 Months

Russia has circulated a document on ending the nearly five-year-old Syrian conflict that calls for drafting a new constitution in up to 18 months that would be put to a popular referendum and be followed by an early presidential election.

The document, obtained Tuesday by The Associated Press, makes no mention of Syrian President Bashar Assad stepping down during the transition — a key opposition demand. It only mentions that "the president of Syria will not chair the constitutional commission."

Dubai Police Officer Held after Shooting Death of Co-Worker

Authorities in Dubai are holding a Yemeni member of the emirate's police force on suspicion of murder after he shot and killed another officer inside a police station.

Dubai police confirmed the Sunday shooting in postings to official social media accounts on Monday. Neither officer was identified, but police say the victim was also Yemeni.

Pope Denounces 'Cancer' of Exploitation in Italian City

Pope Francis has denounced the "cancer" of abusive labor practices during a visit to the Italian industrial city of Prato, where a 2013 garment factory fire killed seven Chinese workers.

Francis recalled the "tragedy" of the deaths in off-the-cuff comments Tuesday to Prato residents gathered in the piazza outside the city's cathedral. Prato is home to some 40,000 Chinese immigrants, nearly half of them in Italy illegally, and is a major producer of cheap clothes.

Rights Group: 400,000 Syrian Kids in Turkey not in School

More than 400,000 Syrian children living in Turkey are not in school, largely because of financial hardship, a plight which could push more refugees into making a desperate journey to Europe or even returning to their war-torn homeland, Human Rights Watch said in a report Monday.

It called on the international community and Turkey to act urgently to ensure Syrians who have fled the four-and-a-half year conflict have greater access to education.

UAE Energy Minister: Oil Prices to Have 'Correction' in 2016

Low global oil prices will have a "correction" in 2016, but it won't be solely OPEC that helps to raise prices that have dropped over 50 percent, the United Arab Emirates' energy minister said Monday.

The oil-rich Emirates will raise daily production to 3.5 million barrels in the coming years, Minister Suhail Mohamed al-Mazrouei said at the start of the Abu Dhabi International Petroleum Exhibition and Conference.

France striker Karim Benzema has been charged with conspiracy to blackmail and participating in a criminal group as part of an investigation over a sex tape involving teammate Mathieu Valbuena.

The prosecutor's office says Benzema was charged after being brought before a judge on Thursday at the Versailles court. He faces a maximum prison sentence of five years.

Libya's internationally recognized government says Italian vessels entered the country's territorial waters without permission and vowed to use "all means" to protect its sovereignty.

It says three Italian vessels were spotted off the coast of the eastern city of Benghazi early Sunday. The ships are likely part of an international effort to stem the flow of migrants crossing the Mediterranean to Europe.

Al Molinaro, Drive-in Owner in 'Happy Days,' Dies at 96

Al Molinaro, the loveable character actor with the hangdog face who was known to millions of TV viewers for playing Murray the cop on "The Odd Couple" and malt shop owner Al Delvecchio on "Happy Days," died Friday at Verdugo Hills Hospital in Glendale, his son Michael Molinaro said.

He died of complications of gallstone problems, his son said. He was 96.
