We need a Russian naval base in the south close to the border. A Chinese base with AA guns will also do .

Too late: You've never been to Latakia.
On Being Lebanese: When we cannot make a decision to cooperate, even when it is entirely in our interests, we have no cause to complain or covet the good fortune others enjoy.

You'll never get that base in Lebanon for all the same reasons why we have no president.
