Dutch officials have arrested two Syrian nationals accused of organizing a huge trafficking network smuggling hundreds of migrants into Europe, prosecutors said Friday.

The two men, arrested in the southern city of Eindhoven after a year-long probe, brought refugees from Turkey by boat into Europe, prosecutors told AFP.

A four-year-old Syrian girl's body washed up on a beach in western Turkey on Friday, state media said, just weeks after images of drowned Syrian toddler Aylan Kurdi shook the world. 

The yet-to-be identified girl was found lifeless on a beach in the Aegean town of Cesme in Izmir province after a boat carrying 15 Syrians to the Greek island of Chios sank, the official Anatolia news agency said. 

Moscow said Friday it would consider any request from Syrian President Bashar Assad to send troops, as Washington frets over an alleged Russian military buildup in the war-torn country.

"If there is any request then it would naturally be discussed and evaluated through bilateral contacts and dialogue," Kremlin spokesman Dmitry Peskov was quoted as saying by Russian news agency RIA Novosti. 

A migrant was electrocuted late Thursday near the entrance to the Channel Tunnel in France as he tried to climb on to the roof of a train to make his way to England, an official said.

"The individual died after he was electrocuted trying to climb on to the freight car," a spokesman for the local authorities in northern France told Agence France Presse.

The White House said Thursday it was open to limited talks with Russia following Moscow's deployment of troops and heavy weapons to war-torn Syria.

White House spokesman Josh Earnest said the United States could be willing to take up a Russian offer of talks so long as they were "tactical, practical discussions."

The U.N. envoy for Syria discussed his peace proposals with officials in Damascus on Thursday, as Western fears grow that Russia is ramping up military support for President Bashar Assad.

Experts said Russia's steadfast backing for Assad and the growing waves of Syrians seeking refuge in the West might force Europe to abandon its goal of regime change to achieve peace.

Leading Algerian jihadist Said Arif was killed in Syria in May by a U.S. drone, French officials speaking on condition of anonymity told Agence France Presse on Thursday.

The death of the 49-year-old, considered a major recruiter of foreign fighters for jihadist groups in Syria, had been reported on social media in recent months but had not been confirmed until now.

U.N. Secretary-General Ban Ki-moon has praised Lebanon, Jordan and Turkey for taking in millions of refugees from the war in Syria, which is now in its fifth year.

“Lebanon is hosting Syrian refugees equal in number to 25 per cent of its population,” Ban told a news conference on Wednesday less than 10 days before world leaders gather at the U.N. Headquarters in New York for general debate of the 70th session of the General Assembly.

Russia wants talks with the U.S. military to ensure their forces do not come into conflict as it continues its build-up in Syria, Secretary of State John Kerry said Wednesday.

Washington has expressed concern about Moscow's growing military support for the Syrian regime, even as it conducts its own air strikes against Islamic State rebels in the country.

The U.N. envoy to Syria, Staffan de Mistura, is to visit Damascus on Thursday to discuss peace "ideas" with the embattled regime's top diplomat, a senior government official said.

"He will meet (Foreign Minister) Walid Muallem because Syria expects answers to questions" about his plan, the official told AFP.
