The Islamic State jihadist group Tuesday executed at least 37 civilians, including two children, in a raid on a regime-held village in Hama province of central Syria, a monitor said.

IS "executed at least 37 people, including women and children, by burning, beheading, and firing on them" in the village of Mabujeh, said Rami Abdel Rahman, director of the Syrian Observatory for Human Rights.

Prime Minister Tammam Salam asked donors on Tuesday for humanitarian assistance to help the Lebanese authorities implement a plan to overcome the Syrian refugee crisis.

“The crisis should be managed through a more than $1 billion plan set up by the Lebanese government,” Salam said at an international conference for donors held in Kuwait.

International donors pledged $3.8 billion on Tuesday to help alleviate war-torn Syria's humanitarian crisis, which Kuwait's emir warned was the worst in "modern history."

U.N. chief Ban Ki-moon told participants at the meeting in Kuwait that four out of five people in Syria were living in "poverty, misery and deprivation."

Prime Minister Tammam Salam stressed on Tuesday that Lebanon's stance at the Arab summit comes in harmony with the ministerial policy statement, threatening to suspend cabinet sessions if any party raised the matter at the upcoming meeting.

“Our stance falls in Lebanon's favor,” Salam's visitors quoted him as saying in comments published in al-Joumhouria newspaper.

Khalil Adel Khalil, born in 1990 and a resident of A-Tur neighborhood, had been inspired by IS videos and in August resolved to join it in Syria, a Shin Bet statement said.

A mortar attack on a historic souk in central Damascus on Monday killed one person and wounded 30 others, Syria's official news agency said.

"Terrorists launched two mortar rounds on Tarek Ben Ziyad Street, in the Hariqa market of Damascus, which killed one person, wounded 30 others," SANA reported, citing a high-ranking police source.

Progressive Socialist Party leader MP Walid Jumblat reiterated on Monday his support for political dialogue in Lebanon, while voicing his rejection to “once again linking Lebanon's fate to Syria's.”

State Commissioner to the Military Court Judge Saqr Saqr approved the separation of the case of former Minister Michel Samaha from that of Syrian security official Ali al-Mamlouk, reported the National News Agency on Monday.

He approved the request filed by the permanent Military Court.
