The vast majority of Somali refugees in Kenya fear returning to their war-torn country, Doctors Without Borders said Thursday, warning aid must continue despite a recent deal for refugees to go home.

Despite living in often appalling conditions in the world's biggest refugee complex of Dadaab -- home to over 400,000 mainly Somali refugees -- at least four out of five are too frightened to go back to Somalia, according to assessments by the medical aid agency MSF.

The United Nations in Somalia called Thursday for a "proper investigation" after police arrested an alleged rape victim and the journalists who reported her story for defamation.

Rape, and reporting on sexual assault, is one of the most sensitive topics in Somalia, and the case is the latest in a series of arrests of victims and the journalists who aired their story.

At least 16 people were killed when Somalia's Shebab insurgents attacked a police station Tuesday, with a suicide car bomber blasting open the compound before commandos entered spraying gunfire, an army officer said.

Witnesses reported bodies strewn around the blast site, the latest in a string of bombs and shootings in the central Somali town of Beledweyne claimed by the al-Qaida-linked Shebab.

Authorities in northern Somalia's semi-autonomous Puntland region have arrested a British and French nationals for spying, officials said.

"We have arrested a network of spies who entered the country while disguised as NGO workers," Puntland Security minister Kalif Ise Mudan told reporters Monday.

As many as 300 people are feared dead after a ferocious storm and days of heavy floods in Somalia's northeastern Puntland region, the local government said Wednesday.

"Torrential rains, high wind speeds and flooding has created a state of emergency, with 300 persons feared dead, hundreds others unaccounted for, and countless livestock lost," the government of the semi-autonomous region said in a statement.

The U.N. Security Council on Tuesday approved a 4,400-troop boost to the African force in Somalia, taking it to more than 22,100 troops deployed to tackle resurgent Islamist militants.

The 15-member council voted unanimously to allow the increase while renewing the mandate of the African Union force.

Ethiopia has warned of an increased threat from Somalia's al-Qaida-linked Shebab, saying the country should expect more attacks, the foreign ministry said Tuesday.

The announcement comes after two Somali nationals were killed last month when a bomb they were making exploded in Addis Ababa. Officials said they planned to target crowds gathered for a World Cup qualifying match.

At least 100 people are feared dead in a ferocious storm battering Somalia's northeastern Puntland region, the local government said Monday, warning that hundreds more are missing.

The government in the semi-autonomous region described the situation as a "disaster", with entire villages destroyed, and said it was appealing for emergency international aid.

Somali refugees in Kenya must only return home voluntarily, the United Nations said Monday, after signing a deal easing fears of possible forced returns of over half a million refugees.

"Returns should be conducted in safety and dignity," said Raouf Mazou, Kenya representative of the U.N. refugee agency (UNHCR), adding that it would support organized repatriations only when "conditions are right".

Somalia's president vowed Saturday he would not halt efforts to restore peace and security to the country in the wake of a car bomb attack in central Mogadishu by al-Qaida-linked Shebab rebels.

The huge blast on Friday evening outside a top hotel in Somalia's capital killed at least four people, including a government official, and wounded 15, according to the government.
