The Gulf state of Kuwait on Wednesday urged its citizens in Egypt to leave "at the earliest" and warned against travel to the country after President Mohammed Morsi rejected an ultimatum by the army, amid mass protests and deadly clashes.

"All Kuwaitis present in Egypt must leave at the earliest due to the developments and events in various parts of the country," the official KUNA news agency cited ambassador Rasheed al-Hamad as saying.

Candidates began registering on Thursday for Kuwait's second parliamentary election in eight months amid a political crisis that has stalled development in the wealthy Gulf state and a boycott by the opposition.

Hopefuls prayed that Kuwait's sixth election since mid-2006 would bring political stability and put development back on the right track.

Kuwait's cabinet decreed on Wednesday that planned parliamentary elections will now be held on July 27, two days later than the date initially set.

The delay results from the fact that a member of the previous parliament, dissolved by the constitutional court on June 16, had called on the court to explain part of the reasoning for its ruling.

U.S. Secretary of State John Kerry on Wednesday ruled out a military solution for Syria, saying its conflict does not resemble Libya's while calling for a settlement based on last year's Geneva peace plan.

"This is not Libya. It is very different in many, many ways," Kerry told reporters in Kuwait City in response to a question on why there had been no military intervention in Syria as during Libya's 2011 armed uprising.

Kuwait's cabinet said on Thursday that it has approved a decree setting a legislative election for July 25 after the constitutional court scrapped parliament and upheld a controversial electoral law.

"The cabinet at an extraordinary session approved a draft decree setting July 25 as the date for parliamentary elections," State Minister for Cabinet Affairs Sheikh Mohammad Abdullah al-Sabah told the official KUNA news agency.

Authorities in Kuwait on Tuesday hanged a 33-year-old Egyptian man dubbed a "monster" for the abduction and rape of 17 children under the age of 10, the public prosecution said.

Hajjaj Saadi, who was handed five death sentences, complained shortly before his execution that had not been given any assistance from the Egyptian government, a witness said.

Kuwait's main liberal opposition group said Monday it will participate in future elections as it accepts a ruling of the top court upholding the controversial amendment to the electoral law and dissolving parliament.

The National Democratic Alliance's decision came a day after the Islamist, nationalist and other liberal groups declared they will boycott any future polls based on the amendment confirmed by the constitutional court on Sunday as being in line with the constitution.

Kuwait's supreme court on Monday sentenced to death two police officers convicted of torturing a citizen to death, overturning terms of life imprisonment issued by lower courts.

The court jailed four other officers for 15 years each and a fifth for two years, and also ordered their dismissal from the police force, according to a written verdict.

Kuwait's constitutional court on Sunday scrapped last December's parliamentary election which was boycotted by the opposition but approved the controversial electoral law that sparked the boycott.

The court, whose rulings are final, called for a fresh election to replace the current loyalist-dominated parliament, in the verdict read out by presiding judge Yousef al-Mutawah.

Leaders of Gulf states, which have tense relations with Iran, have swiftly welcomed moderate cleric Hassan Rowhani's election as the new president of the Islamic republic, several state news agencies said.

"We look forward to working together for the good of this region and the Emirati and Iranian peoples," the UAE President Sheikh Khalifa bin Zayed al-Nahyan wrote in a telegram to Rowhani, state news agency WAM said late Saturday.
