The Turkish ambassador to France, Tahsin Burcuoglu, has returned to Paris after consultations over French legislation that would outlaw denial of the Armenian genocide, an official said Sunday.

"The ambassador has finished the consultations for which he was recalled and returned to France on Saturday," Turkish foreign ministry spokesman Selcuk Unal told Agence France Presse.

Turkish hackers are threatening to unleash a wave of cyber-attacks against French websites after legislators in Paris voted to approve a law that would ban the denial of the Armenian genocide.

Already, hackers have assailed dozens of French websites, including that of Valerie Boyer, the French politician who introduced the law that could punish genocide deniers with jail time.

The Arab League mission sent to monitor unrest in Syria is unable to do its job properly, French Foreign Minister Alain Juppe said Friday.

"We support the Arab League which has sent observers to Syria but this mission is not at present able to do its job properly," Juppe said on the second day of a visit to Tunisia.

French Foreign Minister Alain Juppe on Thursday urged a "really equal partnership" between Tunisia and its former ruler and voiced support for the new Tunis government's efforts to buttress democracy.

Juppe, who arrived on his second visit to the North African country in less than a year, was met by his counterpart Rafik Abdessalem, with whom he had his first meeting, the official news agency TAP reported.

Turkey may step up action against France if the French Senate votes this month to outlaw denial of the Armenian genocide, a Turkish diplomatic source said Thursday.

"There may be a downgrading of the Turkish diplomatic representation in Paris. It is probable," if the upper house of parliament approves the bill criminalizing denial of the disputed 1915 genocide, the source told Agence France Presse.

France on Thursday urged the Arab League to strengthen its monitoring mission in Syria amid concerns its observers have failed to stem bloodletting in the country.

The French foreign ministry's deputy spokesman, Romain Nadal, also called on the Arab grouping to accept help in organizing the mission, in particular from the United Nations.

France's foreign minister on Wednesday warned Arab observers trying to assess Syria's implementation of a peace agreement not to let themselves be manipulated by the regime of President Bashar al-Assad.

"The Arab League can take credit for taking an initiative but the Arab League observers must not let themselves be manipulated by the regime, as the regime is trying to," Alain Juppe said after talks with his Portuguese counterpart Paulo Portas.

France's upper house of parliament will vote this month on a bill to outlaw denial of the Armenian genocide, a government official told Agence France Presse, despite a furious diplomatic spat with Turkey.

The French lower house approved the law last month, threatening anyone who denies that the 1915 massacre of Armenians by Ottoman Turk forces amounted to genocide with jail, drawing a threat of sanctions from Turkey.
