She said that this instability led her to propose a new European Heatwave Plan as well as a future European firefighting fleet of airplanes. Currently, the EU operates a small fleet itself but coordinates a network of aircraft, water trucks and volunteers that move across the 27-nation bloc as fires ignite.

A Russian drone struck a passenger bus in southern Ukraine early Wednesday, killing five people and wounding at least seven. President Volodymyr Zelenskyy described the attack, the latest in a series of Russian strikes on civilian transportation, as an "atrocity."

At least 20 people, including five children, died, and dozens remained missing on Wednesday after a Gaza apartment building collapsed from damage sustained in earlier Israeli strikes, the territory's civil defense agency said, giving an updated toll.

The bodies of "20 martyrs have been recovered from the rubble of a building that collapsed... Among the dead are five infants, while dozens of people remain trapped beneath the debris," said Mahmoud Bassal, the spokesperson for the civil defense agency, which operates as a rescue force under Hamas authority.
