The Kremlin on Tuesday called the Saint Petersburg metro attack that left 14 dead and injured dozens a "challenge" to all Russians, including President Vladimir Putin.
"Any act of terror that takes place in the country is a challenge to every Russian, including the head of state, including our president," Kremlin spokesman Dmitry Peskov told reporters.
